Safety does not lie in places, but in policy. The policies - military, social, political, but fundamentally economic - have bestowed power on what would otherwise be a fringe group of fanatics without enough support among the general populace to recruit, train and finance such operations and to maintain anonymity to avoid detection.

Sadly, the consequences of the decisions by world 'leaders' falls on those who have no say in the decisions. Another example of "rich man's war, poor man's fight".
